Reactivate deactivated user

Assuming that a person document is copied to a "backup" Domino Directory before the user is deleted using adminp with the option to deactivate the user in the vault, how can I reactivate the user? This should work by copying back the person document and reactivating the user in the vault. I can see that the user is removed from the inactive users view and moved to the active users view in the vault but I am not able to download the ID. Changing the download count, I get an error message that the ID can not be found.

Do we use the reactivation process in the wrong way?
